Why are women so easily offended?

If you walked up to your average woman and told her (explicitly) that she has "one fine backside", you would probably receive a negative reaction. However, if a lady said that to the average guy...he'd probably be flattered. A woman could probably even get away with a "-grab" with the average guy. Why the difference in attitude? Conditioning? Brainwashing?
