The ethics of offering incentives for charitable acts?

american charities are all big business now and very little charity even the best only get 22c on the dollar through to the end product and most are 12-15c on the dollar they are all expense accounts, company cars, pension funds, medical insurance and bonus payments- not my idea of charity, had a guy come round a few weeks ago asking for money would only accept a minimum of $150 as he then got $35 and any less and it "would not be worth collecting" unbelievable!
